YCT Nay. Motion to table Horn Amendment allowing school districts to offer students an Education Development Grant (commonly referred to as a voucher). The school would be chosen by the students’ parents. The Horn Amendment would have enhanced parents’ freedom to choose and decide what education their children should receive. By instituting competition in the school system, schools would then be forced to become effective and efficient.
