YCT Yea. The amendment provides that the state budget surplus is to be used to provide home property tax relief, allocate lottery revenues for public education, and create the Texas Grace Commission. The commission would examine all state agencies and recommend cost-effective measures involving agency spending reductions or eliminations. The Legislature would have to accept or reject the recommendations presented by the Commission. All state surplus revenue should be dedicated for tax relief and a Texas Grace Commission should be created to recommend the elimination of waste, fraud, and unnecessary spending among state agencies.
