18. HJR 4 - Berlanga Amendment

Adoption. RV #215, 4/23/97, p 1344 Adoption of Berlanga Amendment passed 79-69.

YCT Nay. The amendment provides that funding of schools should be equal in all districts. Also that state funding of school districts should be determined by that school district’s tax base. This amendment would have spurred a redistribution of school funding from richer districts to poorer districts. Equalization of school funding will not provide equal quality of school instruction. Better classroom instruction and discipline provide the necessary conditions for quality education.
