YCT Nay. This constitutional amendment assigns the full faith and credit of the State of Texas to keep the Texas Tomorrow Fund solvent. This plan gives parents the choice to give money to the state when the child is at an early age, so that when the child is college age, because of interest earned on the dollars, the parents will be able to guarantee funds for their child to go to a state higher education institution. This plan calls for the immediate allocation of funds to meet any shortage without an appropriation from the Legislature. The Legislature, not another state entity, should directly appropriate money into a fund if a shortage arises.
