YCT Yea. This bill sets new rules for how municipalities may determine the rates paid for utilities. Under this bill the municipality is granted greater control in regulating the natural monopolies of utilities. YCT believes that the smaller levels of government should hold most of the responsibilities for running government. Municipalities are able to respond to the peoples’ needs faster and more efficiently than larger tiers of government.
