YCT Yea. This bill provides that motorcyclists of age 21 and over may forego wearing protective headgear while operating or riding as a passenger on a motorcycle. However, a motorcycle safety-training course needs to be taken or the rider must be covered by a health insurance plan providing medical health benefits for injuries caused while operating a motorcycle. This measure, while imperfect and limited, would extend the scope of individual freedom.
