YCT Yea. The amendment would exempt the City of Austin from the requirement that new regulations be prospective instead of retroactive. This would allow the City of Austin to impose the Save Our Springs (SOS) ordinance retroactively. The SOS ordinance and other City of Austin environmental ordinances have made commercial and residential development in desirable areas prohibitively expensive. These ordinances would increase government regulation on private enterprise. The Greenberg Amendment would have granted the City of Austin special permission to continue exploiting its past abuses of developers and land-owners.
