YCT Nay. The amendment provides that cities conducting referendums on citizen-based propositions may not amend the wording of the proposition except for grammatical and typographical reasons if it conform to all requirements. Citizen-based referendums should state the proposition as proponents and voters signing the initiative intend. The Culberson Amendment was drafted after the Houston City Council substantially altered the wording of an initiative that would have abolished the city’s program of racial set-asides for contracts, which confused voters rejected by a narrow margin.
