YCT Yea. The bill would force, by a commission, energy generation plants to make up stranded costs internally instead of passing those costs onto customers. Stranded costs are the cost that it takes the power generation plant to produce power. By having the power plant pay this bill themselves would cut back on their profits and force the power plants to raise electricity rates to make up for the costs. This amendment would prohibit the power plants to raise customer’s rates to pay for the cost of producing electricity. This amendment would have put unnecessary government regulations on the power generation business.
