YCT Nay. The Amendment requires electric utility companies to submit five year plans to enhance work-force diversity and contracting with “historically-underutilized businesses.” YCT opposes discrimination on the basis of race and gender and therefore opposed racial and gender preferences and set asides benefiting one group over another. The free market should determine contracts and business.
