Passage of Floor Amendment 2 by West. 4/27/99, p 1239 The West Amendment failed 15- 15.

YCT Nay. The bill would mandate that county or local governing bodies instate a policy, which would require local law enforcement agencies to provide names to the Department of Public Safety database of suspected gang members. This amendment would in effect give the state control over local law enforcement agencies. YCT believes that local law enforcement should remain so and that the state control of those agencies remain very limited. Also, the Department of Public Safety do not need the names of suspected gang members in a database. This is an invasion of privacy and in effect, creates a “Big Brother” environment.
