YCT Nay. The joint resolution proposed a constitutional amendment allowing the Legislature to create a judicial compensation commission to make recommendations for judicial pay increases that become law if the Legislature approves the recommendations. This constitutional amendment allows a commission to bypass the Legislature’s power of the purse. Furthermore, retired career legislators would see their retirement pay increase since it is tied to a percentage of judicial salaries. In essence, the judicial compensation commission will give pension raises to legislators for them without voter accountability. YCT urges Texas voters to reject this constitutional amendment at the polls on November 2, 1999.
