17. HB 2017 Motion to Suspend Regular Order
Motion to suspend the three-day rule on HB 2017. RV 409, p 3082, 5/10/01 The motion to suspend the three-day rule failed 75-31-3 (need 4/5 vote in the House to suspend).
YCT Yea. This bill would require that an area located in a city’s extraterritorial jurisdiction (ETJ) be allowed to vote for the officials who make an application of an adoption, change, or referendum within the city and ETJ or to vote on each ordinance individually. If the citizens within the ETJ are not allowed this vote, this bill authorizes their removal from the ETJ of that particular city. YCT believes that cities should treat their surrounding neighbors within their ETJ’s fairly and allow them to vote for the leaders that pass ordinances that affect the ETJ area.
