YCT Nay. CSHB 236 relates to the applicability of the death penalty to a capital offense committed by a person with mental retardation. This bill would sentence mentally retarded individuals under one code of laws and everyone else under another code of laws. YCT believes the death penalty is most effective when applied fairly and consistently.
