YCT Nay. This bill would allow for the appointment of a committee to manage the Permanent School Fund instead of the State Board of Education. A point of order was raised by Representative Delisi stating the unconstitutionality of this bill because the State Constitution gives the State Board of Education sole authority to manage this fund. This bill would establish an appointed advisory committee to manage the permanent school fund that is not accountable to voters and is unconstitutional under the state constitution.
