YCT Yea.  The Coleman Amendment would strike article 1 of the bill, which consolidates 12 Health and Human Services (HHS) agencies into four and gives the governor substantially more power over HHS agencies. YCT believes in streamlining and reducing the amount of government agencies and bureaucracies to improve the overall efficiency of government.
