YCT Nay. HB 3 was the
Senate Leadership’s property tax bill. Although it provided significant property tax relief, it included an altered
payroll tax, a gross receipts tax, and imposed a ½ cent increase in the state sales tax. If it had become law, it
would have been a net tax increase for 80 percent of all Texans. YCT favors tax reductions that are financed
through spending restraint rather than tax shifts that increase most Texans’ tax burdens.
