YCT Nay. HB 3 was the House Leadership’s property tax bill. Although it provided significant property tax relief, it included a payroll tax, several industry specific taxes, and imposed a 1-cent increase in the state sales tax. If it had become law, it would have been a net tax increase for 80 percent of all Texans. YCT favors tax reductions that are financed through spending restraint rather than tax shifts that increase most Texans’ tax burdens.
