YCT Nay. In 2003, the Legislature divested itself of authority to cap tuition at public universities (so-called “tuition deregulation”) and vested that authority in the unelected bureaucrats. This led to massive increases at most Texas public universities and significant hardship on students and their families. Amendment 16 would have made “tuition deregulation” subject to sunset in 2008. YCT believes that the Legislature erred in passing “tuition deregulation” and favored this opportunity to repeal the law.
