YCT Nay. In 1997, the Texas Legislature guaranteed admission for all students who graduate in the top ten percent of their class a seat in any Texas public university (so-called “Top Ten Percent Rule”). The Rule was enacted as a proxy for affirmative action and discriminates against students who attend competitive high schools. Amendment 5 would have repealed the Rule. YCT believes that affirmative action and all proxies for it should be removed from the admissions process.
