Passage to engrossment. April 14, 2005, p 1014 SB 60 passed 26 - 5.
YCT Nay. Prior to SB
60, a person convicted of a capital felony could receive the death penalty or life in prison with parole eligibility
in 40 years. SB 60 removes the life with parole option and substitutes a life without parole option. The bill will
give juries a more viable alternative to the death penalty than the prior law permitted, which will lead to few
death sentences and more prison inmates who have no incentive to behave in prison. YCT favors the death
penalty for the most violent offenders and favors the strongest incentives for juries to hand down death
sentences.
