YCT Nay. HB 4294 authorizes the commissioner of the Texas Education Agency to approve electronic textbooks and educational software to be funded through the school textbook fund. YCT is skeptical of the effect electronic textbooks and software will have on education. However, more importantly, this bill would have taken authority over learning materials away from the elected State Board of Education and given it to the commissioner of the Texas Education Agency. YCT opposes any and all efforts to take power away from the State Board of Education and give it to unelected bureaucrats.
