YCT Yea. Amendment 128 would have expanded a relatively limited $280,000 mental health program designed for the Permian Basin to cover the entire state at a cost of more than $35 million. The program would have been much too large and costly for taxpayers. Furthermore, YCT opposes the practice of amending extremely large programs onto omnibus bills without proper debate or public input.
