YCT Yea.  This motion was made in order to instruct conferees to exclude any use of the state’s Rainy Day Fund from the budget.  The Senate had increased spending using Rainy Day Funds.  YCT opposed the use of the Rainy Day Fund during this legislative session.  The state should live within its means.  Use of the Rainy Day Fund for optional spending during this session would almost certainly mean tax increases during the coming session, because necessary cuts would not be made and because the legislature used budgetary gimmicks to underestimate costs, creating a defacto deficit entering the 83rd legislature.
