YCT Nay. HB 1276 would have required Texas transportation planners to make maximizing federal funding a priority when making transportation planning decisions. YCT believes it is dangerous for policy makers to make maximizing federal funding a policy?making priority. Doing so unnecessarily defers to the judgment of federal policy? makers who do not understand the needs of our state and ensures that already bloated federal budgets are stretched further.
