YCT Nay. HB 1451 created new licensing requirements and regulations on dog and cat breeders.These regulations, officially aimed at “puppy mills”, will impose many burdensome and costly regulations on private pet owners who simply have a moderate number of dogs or cats. YCT opposes unnecessary regulations as they often do not prove to be as successful at combating the perceived evils at which they are targeted, and in this case, they risk making criminals of well-meaning citizens.
