YCT Nay. HB 1633 would have required jurors, in order to serve, to be able to read or write English. This is a common-sense regulation designed to ensure that jurors can properly participate in administering justice. Amendment 1 would have changed the regulation to allow those who cannot read or write English but can only “understand” English to serve on a jury. YCT believes a vote for this amendment is a vote in favor of leaving our justice system in the hands of illiterate jurors.
