YCT Nay. HB 243, the provisions of which were later amended onto HB 242, which was vetoed by the Governor, would have made it a criminal offense to read, write, or send text messages while driving.  While YCT acknowledges that texting while driving is unsafe and discourages the practice, the answer to this problem does not demand another criminal offense which will just be used and abused by law enforcement to bring in money through fines.
