YCT Yea on Motion to Table. Amendment 28 would have required that any revenue collected by the state during the biennium in excess of predicted totals be transferred to higher education. Higher education does not suffer from a lack of funding. Higher education suffers from distorted priorities and a near complete lack of cost containment. Universities could be improved while spending less money if lawmakers simply forced the universities to focus on education rather than pet projects.
