YCT Yea. HB 5 would have empowered the state to create a legal framework and to request approval from congress for an interstate compact for the purposes of administering Medicaid. The current unfunded federal mandates related to Medicaid are threatening to overwhelm state budgets. Interstate compacts would allow the states to improve services and reduce costs, and would return power over healthcare to the states, where it belongs.
