YCT Yea.    HCR 18 called on Congress to propose and submit to the states for ratification a balanced budget amendment to the US Constitution.  Our rapidly expand? ing federal debt is one of the great crises of our time.   Opposition to, or even more amazingly, a refusal to take a stand on a simple resolution calling for Congress to stop the bleeding and balance the budget is incomprehensible.
