YCT Yea. HB 18 allowed school districts more flexibility in setting class sizes. YCT believes that school districts should be free to set their own standards in accordance with their own needs. In addition, this measure did nothing to increase student?to?teacher ratios overall, as it only allowed districts to exceed the 22-1 ratio per classroom if the district’s average remained below 22 students per teacher.
