YCT Yea. Amendment 3 would have reversed an amendment on second reading which appropriated excess Rainy Day funds for the purposes of education funding. YCT opposed the use of the Rainy Day Fund during this legislative session. The state should live within its means. Use of the Rainy Day Fund for optional spending during this session would almost certainly mean tax increases during the coming session, because necessary cuts would not be made and because the legislature opted to use budgetary gimmicks which underestimate costs and, in effect, put the state in a deficit entering the 83rd session.
