YCT Nay.  HB 1942 expanded requirements on schools regarding anti?bullying programs.  YCT is skeptical of “an? ti?bullying” efforts because they are often hijacked to fo? cus on activity which occurs outside of school or on the internet, which is the responsibility of parents, and can be used easily to stifle student speech.  Schools already have the tools available to address abusive and disruptive behavior at school and are free to create programs to meet whatever problems they may be facing.
