YCT Nay.  HB 3722 allows the Texas Parks and Wildlife Commission to charge an unlimited service fee for the provision of its boater education course, which, after the passage of HB 1395, is now mandatory in order for many Texans to legally operate a boat.  YCT opposes any measure which takes the power over fees out of the hands of the elected legislature and places it in the hands of unelected bureaucrats.  Furthermore, taken in conjunction with HB 1395, this measure creates serious barriers to enjoyment of boating by all Texans.
