YCT Yea.  HCR 18 called on Congress to propose and submit to the states for ratification a balanced budget amendment to the US Constitution.  Our rapidly expand? ing federal debt is one of the great crises of our time.   Regardless of which party is in power in Washington, op? position to a simple resolution calling for Congress to stop the bleeding and balance the budget is beyond un? derstanding.
