YCT Nay.  SB 773 continued a program which requires telecommunications companies to provide services to libraries, schools, hospitals, and other government buildings at a government?dictated, discount rate.  YCT believes that government acts improperly when it forces any person or any entity, however large, to provide labor or services at a rate at which it normally would not, as this is nothing more than slavery.  Furthermore, beyond their ethical implications, such discounts distort the market and are ultimately borne by other, less?privileged ratepayers.
