Passage; April 8, 2013; Journal Page 740: 22 Yeas, 9 Nays

YCT Nay. SB 121 would have ensured protection for whistle-blowers who in good faith report a violation of the law in El Paso’s school districts. The bill also required posting bilingual English and Spanish signs stating the new law. YCT asks – why do employees of a Texas school district need bilingual signs? At best this is an unfunded waste of school district resources, and at worst it implies that, though English is taught in Texas public schools, many school district employees do not speak the language.
