YCT Nay. SB 1387 would have increased regulations on water well drillers seeking licenses and have created seven new licenses where there were only two. Legislators should avoid the temptation to regulate professions; the benefits are questionable and the primary demand for regulation usually comes from rent seekers within the profession who wish to create barriers to entry in order to decrease competition and drive up prices.
