YCT Nay. Amendment 3 to SJR 1 would have pumped another $800 million into public education from the Texas Economic Stabilization Fund, more commonly known as the “Rainy Day Fund.” The Rainy Day Fund should be used for one-time expenses, not for recurring expenditures like education, which commands a huge portion of the state budget.
