YCT Yea. SJR 55 would have amended the Texas Constitution by appropriating money from the system benefit fund for the purpose of returning system benefit fund fees to retail electric customers. The fund has accumulated an $850 million balance, much of which will continue to accumulate, rather than be used for the fund’s purpose. YCT supports returning unused fees to the consumers who paid them.
