YCT Yea. HB 700 relates to the repeal of the Texas B-On-Time student loan program. This bill eliminates an inefficient government student loan program. YCT is hopeful that the public institutions, who benefit from controlling the tuition collected, will continue to use monies set aside to incentivize students to graduate on time with good grades. YCT remains apprehensive that a repeat of the 2003 spending from that of ‘deregulation’ which resulted in skyrocketed tuition costs will once again encourage increased spending on construction
