YCT Yea. This
bill promoted fiscal responsibility in that it attempted to remedy a system
which was originally designed to aid in the tuition costs for military members
who enlisted in the state of Texas. YCT supports legislation that encourages
fiscal responsibility and applauds those members that voted in favor of this
legislation knowing the future political battle and tenuous nature of which
this subject is handled. YCT believes that the so called 'legacy benefits' were
never intended to be a part of the Hazelwood funding system and that it should not
have been added to the system without an appropriate source or funding. YCT
supports the programs existence and believes that if the program stays in its
current form it is on an unsustainable track financially and could potentially
destroy the program altogether.
