bill seeks to create a park along the San Marcos river between Caldwell and
Guadalupe counties but allows for greater land acquisition once it is initially
established via a petition by voters of a county election precinct. YCT opposes
legislation that adds additional regulations and potential eminent domain
authority to non-existent districts in the future.
