YCT Nay. Currently, telecommunications companies are subsidized through consumer phone plan fees (Texas Universal Service Fund). TUSF is funded by fees that are imposed on consumer phone plans. This bill allows certain companies to continue to receive their taxpayer funded subsidy through 2023 instead of letting it expire at the end of this year.
