Passage; May 16, 2017; Journal Page 1959; 20 Yeas, 9 Nays

YCT Yea. SB 1151 would have added provisions to protect free speech rights of students and employees on public university campuses. This bill would have required institutions of higher education to adopt a policy prohibiting the increasing or reduction of students' grades and other forms of punishment on the basis of free expression protected by the First Amendment. Often times, students and employees are not aware of the university's free speech policy on campus. SB 1151 would have required these policies be clearly posted on the institution's website. After seeing the oppression of free speech first hand, YCT is glad that the legislature is starting to take steps in protecting free speech on college campus.
