YCT Nay. This bill would have required the Texas Education Agency (TEA) and Texas Department of Agriculture to conduct a study on the cost and eligibility of providing free breakfast and lunch to all students at high-poverty schools. After the study is performed, TEA is requiring the eligible school districts to perform an analysis on the study. YCT opposes this bill because it increases the size and scope of TEA and promotes government spending.
