Passage; April 5, 2017; Journal Page 913; 24 Yeas, 6 Nays

YCT Yea. The Texas Ballot Integrity Act proposed eight new changes for filing ballot propositions to reduce the confusion caused by misleading ballot language. 1. Ballot propositions must submit their question in a manner that does not mislead voters. 2. Allow religious organizations to submit a petition in connection with a recall election. 3. If petitioned over language, the Secretary of State would review ballot propositions to ensure that they comply. 4. If out of compliancy, the city would be required to submit all their propositions for the next four years to the Secretary of State for review. 5. Establish provisions for determining the validity of signatures on petitions. 6. Requires the Secretary of State to prescribe a petition form for cities to use 7. The city secretary would be the one to decide the validity of petition signatures and 8. Establish a procedure for municipal charter amendments. YCT supports accountability in local propositions to be voted on.
