SB 18, Amendment 2: Holding Universities Accountable to Upholding Free Speech

YCT Yea. Amendment 2 to Senate Bill 18 by Representative Cain, intended to provide SB 18 with mechanisms of transparency and accountability. The amendment would have provided students with due process if they were alleged of limiting or prohibiting expressive activity on their campus by providing them the ability to review the evidence and to call witnesses. Furthermore, the amendment required universities to submit annual reports to the Texas Legislature detailing incidents involving the prohibition of expressive activity on their campus. The bill also required universities to report if they were complying with Senate Bill 18. Unfortunately, this amendment was stripped away from the bill during conference negotiations. YCT believed this amendment was vital to ensuring that universities were held accountable for enabling all students the right to have expressive activity on their campus.
