YCT Nay. Senate Bill, 11, Amendment 9 is a carbon copy of Senate Bill 10 which amended the Texas Health and Safety Code to establish the Texas Mental Health Care Consortium. Legislators created this to have a consortium for checking the mental health of students in public school, but it did so at an extravagant cost of 100 million dollars to taxpayers. Legislators did not explain how this bill would ensure that parental rights are maintained and protected. Senate Bill 10, had to be pushed as an amendment to Senate Bill 11 because Representative Stickland, killed Senate Bill 10 by utilizing a point of order to object to it. Texas House Leadership reintroduced Senate Bill 10, hurriedly reintroduced it last minute as an amendment to Senate Bill 11. Due to the questionable tactics used to reintroduce it, it's expansion of socialized medicine, and it's risk of violating personal freedom, YCT opposes this amendment.
